Western New York Regional Delegate Report-May 2002

The Majority of this report will detail the major happenings of the 2002 World Service Conference (WSC). I must begin with the bad news: We had an abysmally low return rate of CAR tally sheets despite good attendance at our CAR workshop. Less than 10% of our region's groups participated! In light of that I did not purchase a special gift but am rather donating a gift given to WSC 2002 conference participants to the Chautauqua ASC who, by percentage, had the most tally sheets.

WSC 2002
It was a dramatically different WSC with much more small group brainstorming than parliamentary gymnastics. I will begin with a run-down of the ten motions from the CAR voted on at the WSC.

Two issue Discussion Topics were selected by conference Participants:
1. Self Support- How can we speak to the big picture of the 7th Tradition? How do we
decrease our reliance on monies from conventions, fundraisers & Literature?
2. Atmosphere of Recovery- How do we provide for addicts who relapse? Our oldtimers?
Our trusted servants? What is an atmosphere of recovery? How do we help members
who interfere with an atmosphere of recovery?

-Based on a motion passed at WSC 2000 (we opposed), a new regional seating committee
was created . Only one region, Greece, was seated at the end of WSC 2002.
-A major theme of the conference was NA's movement toward increased public
relations. A new workgroup has been formed and will work on this issue.
-New World Pool Information Form has been created to replace the World Pool resume.
It is available at NA.org. Anyone interested in serving in the World Pool should
complete this form.
-World service projects to be worked on in the 2002-2004 conference cycle-listed in
priority ranking:
1. PR roundtables and Sponsorship book-tied.
2. Worldwide workshops
3. Basic text evaluation
4. Standards for communication with the fellowship
5. Historical data collection
6. Service material evaluation and development
7. Info management system
8. World service meeting
9. Literature Distribution and Convention Workshop

-There was heavy dialogue of the process of Literature development. We have been asked to consider the question: Do we need another process to be more responsive to
myriad issues e.g. special interest? There seems to be a movement towards targeted literature.
-In the World Board elections, only one person-Jim B. from Chicagoland-was voted in. That means the World Board will have only 14 members.
-Some controversy surrounded the World Board's decision to reprint Miracles Happen, but the motion passed.
-Some motions were committed to the World Board for further discussion. They include: Toll-Free Hotline to the World Service Office; the creation of an International Fellowship Development & Support workgroup; NAWS literature Sales policy workgroup; Internet Issues workgroup and the definition of Consensus Based decision making.
-Based on Straw Poll Prioritization, Public Relations, Sponsorship Book and Worldwide workshops are the three highest priority areas.
-The Sponsorship Book Timeline is available, I've brought copies for each area.
-Four new bulletins have been released and are available at NA.org. I have also brought one copy of each bulletin for each area. The topics are: meeting attendance cards, theft of NA funds, direct contributions and fundraising and the 7th tradition.
-Copies of a few selected regional reports from around the world are available for
viewing.
-All in all, the WSC 2002 was a healthy process, of collective decision making. Again
we heard from regions from every corner of the world with a much more
international flavor. NA is truly a world-wide fellowship!

NEZF
The next northeast zonal forum will be held on June 22nd and 23rd in Pittsburgh,PA.
Discussion will be centered around the proposed NEZF guidelines. Rather than putting everyone to sleep, I ask this body for a vote of confidence to vote on the guidelines. I truly question the value of being a part of the NEZF and welcome any discussion on this issue today. Because I am the Vice Chair, I must attend regardless of whether the region wants me to (of course I would self-fund if not sent!) If the region wants me to be present, I request the following funds:

It is my understanding that Rodney will drive and will need transportation fees.

Carolina Region
Unfortunately Freddy did not notify NAWS that he would not be attending the WSC 2002. As a result of this, the Carolina RDA spent two nights in a room that he believed was to be cost-split with the WNY Region. I believe we should send the Carolina region the cost of this hotel stay--$101.

Per our treasurer's request, here are two budgets for the RD+RDA.

WNY Donations
Our donations to World Services are down. We show a total of donations of $2,826.87 which includes $2.595.87 from the WNYRSCNA. Last year, the WNY region donated
$3,000. Overall, donations throughout the fellowship are way down.
