
WESTERN NEW YORK REGIONAL DELEGATE REPORT
SEPTEMBER 18, 1999
WORKHOP STRATEGY
We have embarked on a strategy to hold workshops at more "fun"
type events. So far, we have held service related workshops at
the Buffalo Area picnic and Recovery in the Woods. We will be
workshopping the two world service topics at the WNYRSCNA on October
15-17, 1999. We hope to be kicking this program into high gear,
so please contact myself or Freddie if you are having an event
and would like a tantalizing service related workshop!
ZONAL FORUM
The Northeast Zonal Forum was held on August 7th and 8th at the
Fallside Resort. 13 Regions from the Northeast participated. When
all was said and done, we truly showed that Recovery Rocks in
Western New York! Special thanks to Dave N and the Ni-O Area and
Norm and Alicia from the Buffalo Area for all your help. Also,
thanks to Freddie, Tom, Stacey, Elizabeth and Mark.
Items Discussed:
The Us vs. Them Mentality-we presented a paper on this topic as the result of our workshop. It was felt by many that this affects different regions in different ways. One participant shared: "If you don't like what is going on at the RSC show up and take a commitment. Everyone is willing to complain but no one is willing to take commitments."
Resolution A-we presented a paper on this topic as the result of our workshop. Some participants suggested that Resolution A does not address the problems it set out to solve. It was also felt that we need more direction on this issue from the world board and/or world services. One participant suggested rescinding Resolution A. We ended our discussion with many thoughts but no set direction. We were reminded that some existing zones are prepared to move forward.

Theft of NA funds
How do we define abstinence? And how does this apply to members
who need medication in recovery?
Topics to be added to our proposed list for January

Retaining members with substantial clean time?
What does Resolution A mean to our regions?
When do we take a meeting off the meeting schedule?
Function and purpose of a region/ RSC?
Suggested clean time requirements
Action Items
Collaborative Funding for Trusted Servants Who Are Not Funded
Consensus was reached that a proposal be drafted for clarity on
this issue. This can be given to each respective region to arrive
at a consensus on this issue. Will our regions fund another level
of service? This is the question that should be asked. It was
agreed to do both the proposal and the question. Those responsible
for the proposal are:

Consensus was reached to include this item at our next zonal forum.

Consensus could not be reached on this issue. An option to add
these topics to our list of topics was offered. It was decided
to add this years' topics to our current list and this issue will
be revisited at the next zonal forum either to add the WSC topics
to our list or to choose one topic from the WSC Issues discussion
for our agenda for each zonal forum meeting.

Holding the Zonal Forum in Western New York was wonderful!
WORLD SERVICE MEETING
The 1999 World Service meeting will be held from Friday, September
24th through Sunday, September 26th in Hollywood, Florida. There
is an aggressive agenda for this meeting. The World Board will
be presenting their internal guidelines and there will be additional
project updates on many projects which were committed to the World
Board at the WSC 1999. You may remember that these projects include
the Motion 21 Literature Project; Tradition Guidebook and more
readable service material.
BUDGET
Please refer to verbal report.
Plane tickets cost $362 for 2 round trip tickets; $$$ will be
returned from the $450 I was given in July.
